Most negative reviews stay on the safe side of Google's rules: an unhappy customer describing their experience. But some cross a line Google draws explicitly. The key distinction: the policy is about what the review EXPOSES, not how harsh it is. A brutal review with no private details is usually not removable on this ground. A mild review that publishes someone's personal information can be.
